OMB: Next Phase – May 27, 2013

Seaton Development

Seaton Development

I’ll try and give you a quick explanation on how the OMB works for the upcoming May 27th 2013 start…

All parties to the OMB submit their Issues list concerning the items coming up in the hearing, in this case we are addressing;

  1. Fiscal Impact to the City of Pickering, Region of Durham and residents of Pickering and Durham… This one should be a big concern to all the taxpayers in Durham/Pickering…
  2. Heritage (we lost on Heritage issues in our buffer zone in the last phase) this one deals with the Heritage lots and the corridor road and how they are going to be protected from Seaton, and…
  3. Staged Servicing and Implementation Strategy (SSIS) or traffic… This one is a big concern for Whitevale… How are we going to control construction and new Seaton residents going through Whitevale and when will the By-pass roads and bridges be built…?

All the Issues are then combined into a single list and each party hires expert witnesses to address those issues; for or against… Deadline for Issues was Mar 22nd 2013…

Traffic is a big concern for Whitevale and we have hired, Jeff Mark, a traffic expert to represent us… Expert Witnesses are expensive, so I’ll (Lloyd Thomas) be speaking as a Lay Witness on the Heritage issue and Marion Thomas will cover off everything else… We work for free…

All Witness statements had to be submitted to the OMB by May 7th 2013… Everyone then gets a chance to read everyone else’s statements and you get an idea of where your support or opposition is…

You then get a chance to submit a Reply Witness Statement (don’t have a date yet)

So we have included below; the Issues List and all the Witness Statements for you to read…

Here’s some pertinent numbers that you should keep in mind while you read:

Phase 1 of Seaton represents 36,992 population 12,023 units or 9,800 SDE’s  (single detached equivalents)
